Abstract

概況

國際潮籍博士聯合會International Teochew Doctors Association),簡稱國際潮博ITDA),是一個在國際潮團總會指導下獨立運作的,由眾多海內外潮籍博士團體、博士及專家學者組成的國際性、聯誼性、學術性的非牟利機構,是海內外潮籍人士的高端智庫和學術界、專業界的代表性團體。其宗旨是凝聚鄉情,促進學術,共謀發展,服務社會。

  國際潮籍博士聯合會的籌建有賴於香港、北京、廣州等地的潮籍博士團的實踐經驗,同時凝聚了眾多鄉賢俊彥的智慧。20125月,多位發起人在香港召集了首次會議,達成組建國際潮籍博士聯合會的共識,並正式成立籌備小組,由香港潮屬社團總會主席陳幼南博士擔任組長,展開各項籌備工作。陳幼南博士聯同多位博士率先走訪了北京、廣州、深圳等地博士團並透過各種管道,聯絡多個國家之博士,聽取各地意見。除了香港、北京、廣州及深圳等地,聯合會於全球包括新加坡、澳門、馬來西亞、美國、法國、泰國、英國、加拿大及澳洲等二十多個主要國家和地區設立聯絡點和召集人,初步凝聚全球逾千名潮籍博士、專家、學者成員,並以此構建一個國際性博士專家學者的高端人才庫。

  20132月,籌備小組在汕頭成功舉辦國際潮籍博士新春座談會,一百五十位來自各地的博士出席了會議。20135月,在湖北武漢召開之國際潮團聯誼年會理事會議上,來自全球十多個國家和地區的潮籍僑領及知名人士作出決定,委託陳幼南博士繼續推動籌備國際潮籍博士聯合會之工作。隨後,籌備小組於20137月在廣東潮州成功召開本會首次代表大會,來自全球各地,包括美、加、英、法、澳、新馬泰、港澳臺及北京、上海、重慶、廣州、深圳等地的潮籍博士、代表近百人參加會議,未能赴會的各地博士代表也透過視頻會議參與討論。會議通過了本會章程、會名等多項重要議案。

  20138月,國際潮籍博士聯合會在香港正式註冊,並於香港設立秘書處,負責處理日常之各項會務工作,並得到香港潮屬社團總會和香港潮州商會秘書處的全力協助,推動會務。201311月,國際潮博在廣東省第五屆粵東僑博會上正式揭牌。

  成立三年來,國際潮博圍繞宗旨,堅持以公益和學術為根本方向,並初步探討建設高端人才庫、國際化智庫和智力成果轉化的發展思路,幹了一些工作,取得了一些成效。

  第一、建設高端人才庫。目前國際潮博聯絡了全球超過3000名潮籍博士和專家學者,彙聚了各學科、各領域的潮籍知識精英和領軍人物。依託國際潮團平臺,在全球二十多個主要國家和地區設立博士團或聯絡點,同時在香港、北京、上海、廣州、深圳、粵東等地區設立秘書處,強化了國際網路。為提升專業水準,邀請了一批海內外潮籍院士和知名專家擔任顧問,同時設立各領域的專業委員會,彙聚各界精英,促進人才發展。第二、建設國際化智庫。

  國際潮籍博士聯合會的定位是海內外潮籍人士的高端智庫。這區別於其他潮屬團體。成立國際潮博的目的是要集眾精英之智,服務於政府和企業,推進社會進步,同時也試圖通過建立國際性平臺,宣傳潮人形象,提升潮人的全球影響力。

  自2013年成立以來,國際潮博打造國際論壇品牌,連續三年舉辦了三屆國際潮籍博士論壇,邀請一批國內外一流專家學者擔任主講嘉賓,均獲得社會好評。第四屆國際潮籍博士論壇將於今年年底在新加坡舉行,該次論壇將以人工智慧為主題,邀請國際一流專家學者為主講嘉賓,促成學術界的思想盛宴。

  第三、建設智慧成果專案庫,推動智力成果轉化。

  有效推進智力成果轉化,實現人才供給與企業需求的對接,實實在在地推動成果市場化和產業化。近年來,初步徵集了一批智慧成果,形成了專案庫。在此基礎上,正探索國際潮博創投中心建設,邀請經驗豐富的創投專家擔任專案評估顧問,推進博士創業創新,服務企業轉型升級,實現人才、企業和資本的有效對接。

  第四、推動學術和公益。

  推動潮籍博士和專家學者回饋鄉梓,在家鄉中小學舉辦勵志講座,為鄉親提供義診,為企業和農戶出謀劃策等。設立會員日(每年大年初三),在家鄉連續舉辦三年共三屆專家學者新春座談會,近500潮籍博士人次參加,為在外博士回報家鄉搭建平臺。促進學術交流,舉辦了多種形式的學術論壇、學術講座、研討會、展覽等。設立鄭漢明學者交流獎勵計畫,推動跨國交流,為全球潮籍青年學者跨國短期學術交流提供經濟支持,並在汕頭設立人文社科研究方面的博士流動站、指導廣州潮籍博士團在揭陽設立博士工作站等。其中不少專案亮點紛呈,效果顯著。

International Teochew Doctors Association

The International Teochew Doctors Association (ITDA) is an international organization under the supervision of the International Teochew Federation. ITDA is a non-profit organization with a network of Teochew scholars and experts from different parts of the world. Its objectives are the following

  1. Promote fellowship
  2. Enhance scholarly research
  3. Cooperation for further developments
  4. Serve society

Using the experiences of Hong Kong, Beijing and Guangzhou, the seed of founding the Doctors Association was germinated. A consensus was reached in May of 2012 and a preparatory committee was formed under the leadership of Dr. Chan Yau Nam to establish the Association. Visits to various major cities were organized and met with enthusiastic support. Conveners were identified and appointed at different locations of the world. Besides Hong Kong, Beijing, Guangzhou, Shenzhen, the Association also has representations from Shantou, Singapore, Macao, Malaysia, the United State of America, France, Thailand, United Kingdom, Canada, Australia and New Zealand.

The first preliminary meeting took place during Chinese New Year in 2013 with more than 150 in attendance. In May of the same year, the International Teochew Convention appointed Dr. Chan Yau Nam was to overlook the establishment of the Doctors Association. The first General Meeting took place in Chaozhou in July 2013 with over 150 delegates present in person or on-line. The Ordinance was officially adopted and the Doctors Association subsequently registered in Hong Kong in August 2013.

Since its establishment, the Association has attracted more than 2000 scholars and experts, representing a broad spectrum of research interests. With the support and the close network of the international Teochew Federation, liaison offices were set up to manage the daily work. Distinguished scholars were invited to be advisors of the Association, enhancing its global status. With the close ties, an International network of intellectual resource was formed.

Four high caliber seminars were successfully organized that covered themes on Biotechnology, AI, robotics, economics and the last one about “Smart City” was held in Singapore. In these seminars, world renowned scholars (not necessary of Teochew) were invited to be speakers.

The Association also assists its members to commercialize their research results. Events were organized to allow the scientists to have direct dialogues with the entrepreneurs.

Other meaningful activities included, Chinese New Year get together with members who returned to the Chaoshan region during the holiday, drawing over 200 participants every time; seminars, discussion groups, display of research results were also held. To encourage scholarly exchange, a subsidy was setup for scholars to engage in research overseas.

It should be pointed out that all the financial needs of the Doctors Association came from generous donations of Teochew entrepreneurs. Without their support and endorsement, the Doctors Association will not be as successful.
